The gap does not begin with artificial intelligence
Bulgaria is closing the distance on basic digitalisation — from 47% to 55% of the EU level between 2021 and 2025. On cloud services, however, the gap is not narrowing: adoption stood still between 2023 and 2025 while the EU added more than seven points.
Artificial intelligence is built on precisely that layer. The Council’s national survey will show what sits behind the figures — which processes, which barriers and which sectors.
