In 2025, 8.55% of Bulgarian enterprises with 10 or more persons employed used AI, against 19.95% across the EU-27. The gap to the EU average has widened from 4.36 to 11.40 percentage points since 2021.

Not because they found AI useless. Eurostat data for 2025 show that among EU enterprises with 10 or more persons employed that considered AI, 70.31% cite missing expertise, 53.61% legal uncertainty and only 17.79% say it is not useful.
